The World Bank is seeking to hire a consultant firm to undertake the preparation of a detailed and advanced business case on the proposed City Natural Gas Distribution Project in Tanzania, starting with Dar es Salaam City. The implementing government agency is the Tanzania Petroleum Development Corporation (TPDC). 

The project aims at distributing natural gas to different end users such as households; industries, institutions and vehicles as stipulated in the Natural Gas Utilization Master Plan (NGUMP), 2016. The project is planned to be implemented through a Public Private Partnership (PPP) arrangement between TPDC and private partner(s) who shall be financially and technically capable of financing, designing, constructing, operating, maintaining, and eventually transferring the asset at the end of the concession period to the TPDC. 

The project will encompass the construction and commissioning as well as operation of natural gas distribution infrastructures and sale of natural gas to end users. 

The project will be implemented in phases covering the whole country. Phase I will cover three (3) regions: Dar es Salaam, Lindi and Mtwara. The implementation of this phase will be done in two (2) lots, where Lot 1 will cover the Dar es Salaam region, which will be subdivided into three zones, namely, the Kinondoni and Ubungo districts; the Ilala district; and the Temeke and Kigamboni districts; and Lot 2 will cover the Lindi and Mtwara municipalities. 

The details of the project are set out in the terms of reference, the viability assessments for which shall be explored through a detailed business case study that will be carried out. The primary aim of the consultancy service is to develop a well-structured, bankable PPP project business case for this project.
