Official visit led by Prime Minister Dr. Mostafa Madbouly highlights global enterprises in Alexandria tapping Egypt’s abundant youth talent to scale AI-enabled business and digital services.
Egypt’s technology and business services offshoring sector has moved to the center of the country’s economic growth strategy, emerging as a primary engine for foreign direct investment, high-value service exports, and skilled job creation.
Anchored by policy frameworks under the Ministry of Communications and Information Technology (MCIT) and the Information Technology Industry Development Agency (ITIDA), Egypt generated $5.2 billion in offshoring services exports in 2025 highlighting a dedicated national strategy to support and scale the offshoring ecosystem, building a resilient environment that drives digital service exports beyond back-office operations into specialized digital services that seamlessly integrate Generative AI into services delivery.
Today, Egypt’s offshoring ecosystem encompasses 252 companies operating across 282 global delivery centers, including 177 multinational firms employing over 195,000 specialists. Beyond labor availability, global enterprise leaders are expanding in Egypt to leverage a combination of mass talent scale, AI skills, high-level multilingual capabilities, robust digital infrastructure, and operational resilience across multiple regional delivery hubs.
The industry's expansion and technological advancement were highlighted during an official tour of major international technology and business services providers in Alexandria, led by H.E. Dr. Mostafa Madbouly, Prime Minister of Egypt, alongside H.E. Eng. Raafat Hendy, Minister of Communications and Information Technology, Eng. Ayman Attia, Governor of Alexandria, and Eng. Ahmed Elzaher, CEO of ITIDA. The tour showcased state-of-the-art facilities for Teleperformance (TP), Concentrix, Vodafone Intelligent Solutions (VOIS), and Sutherland, which together employ nearly 15,000 specialists delivering complex digital, technology, and business services to global markets.
As a dynamic coastal tech hub, Alexandria serves as a proven model of Egypt’s capacity to scale high-value offshoring beyond the capital. Backed by a deep, tech-literate pool of university graduates, the city has evolved into a strategic base for information technology, enterprise software support, and AI-enabled customer experience and business services.
Emphasizing the strategic importance of the sector, H.E. Dr. Mostafa Madbouly, Prime Minister of Egypt, highlighted the government’s dedicated focus on expanding digital service exports and supporting international business partners:
“The offshoring industry stands as one of the most promising pillars of the Egyptian economy, and the government is heavily relying on it to achieve a major breakthrough. The continued expansion of global industry leaders—demonstrated by fresh capital investments and growing workforces—reflects Egypt's firmly established position as a premier global hub for IT and business services. This growth is the direct result of our sustained efforts to create a supportive business environment, invest in high-demand digital skills, and offer multilingual, export-ready capabilities at highly competitive costs.”
The evolution is most visible in business processes management and digital services, where operations extend far beyond traditional customer contact centers. Egyptian teams are managing financial and accounting operations, HR, fleet management, complex data processing, and enterprise IT services.
Concurrently, global service providers are integrating Generative AI, automation, and advanced tech tools directly into their Egyptian delivery workflows:
· Teleperformance employs approximately 26,800 people in Egypt, with 90% of local revenues generated from exported services (€280 million in 2025; projected €344 million in 2026). With over 4,000 employees across four Alexandria delivery centers, TP plans to add 18,000 Egyptian jobs over the next three years.
· Concentrix operates 13 centers across Egypt employing 24,500 people, generating nearly 99% of local revenue from service exports in up to 13 languages. Targeting $1 billion in local investment over four years and a 35,000 Egyptian workforce by 2028, the company is actively embedding generative AI into its local digital operations.
· VOIS (Vodafone Intelligent Solutions) maintains its second-largest global footprint in Egypt with 9,500 specialists—representing roughly one-third of its global workforce. Generating €200 million in service exports this financial year, its Alexandria center (1,100 specialists) delivers customer care, core digital, shared services, and enterprise transformation capabilities worldwide.
